So.... it turns out that the Hoover Washer/Dryer was function perfectly within its design specs, e.g. not very well at all. The service engineer pointed out that, for the money, the landlord would have been better off buying two separate appliances. The machine was bought from the now defunct chain of PowerHouse, so replacing it might be problematic. To cap things off, the engineer spotted a sticker on the back indicating the machine was actually the store's display model!
